STUDENT COUNCIL:

COLLEGE UNION

  1. The college union shall remain as the sole forum of students opinion inside Salipur Autonomous College. Its functions are :
  1. To organize discussion on the general, cultural, academic, national and international problems.
  2. To organize debate.
  3. To invite eminent persons to address the Union and
  4. To take up such other activities which are of common interest of the institution with the prior approval of the Principal.
  1. Membership of the Union:

Every benefited student of +3 classes of the college is member of the Union. No one whose name is not on the roll of the college can be member of Union.

  1. Members of the Teaching Staff :

The meeting of union shall be open to all the members of the teaching staff who, if they so desire can take part in proceeding of the meetings.

  1. The executive committee :

There shall be an Executive Committee of the College Union consisting of the following:

  1. The President
  2. The Vice-President
  3. The General Secretary
  4. The Student Members (one from each class)
  1. Functions of the Executive Committee :
  1. The functions of the Executive Committee shall be :
  1. To draw up the program of the union activities for the session.
  2. To adopt the Union Budget for the session and
  3. To undertake such other activities as are consistent with the objectives of the union, in accordance with the provision of the constitution.

  1.  An ordinary meeting of the Executive Committee may be called by the General Secretary in consultation with the Advisor. Prior notice must be given to the effect. The date time and place of the meeting agenda shall be fixed by the General Secretary in consultation with the president, the Vice-President and the Assistant Secretary.
  2. An extraordinary meeting of the Executive Committee can be convened at any time by the Principal.
  3. A meeting of the Executive Committee shall be presided over by the President and in his absence by the Vice-president or in the absence of both, by any member of the Committee elected by the meeting, such elections being conducted by the Advisor.
  4. No meeting of the Executive Committee can be conducted without the Advisor or Associate Advisor.
  5. Fifty percent of the total members of the Executive Committee shall constitute the quorum.
  6. The minutes of the meeting shall be maintained by the General Secretary and copy there of shall be sent to the principal by the Secretary through the Advisor or Associate Advisor.
  1. THE ADVISOR
  1. There shall be an Advisor appointed by the Principal from among the members of the Teaching Staff.
  2. The Advisor shall be present in all meetings of the union. He will assist by helpful suggestions wherever necessary in proper conduct of the meeting. The president may refer to him any rule for interpretation and the decision of the advisor, when so referred to, shall be final.
  3. The Advisor shall explain the scope and effect of a motion or amendment when he is so requested by the President at any time during the meeting.
  1. THE ASSICIATE ADVISOR :
  1. There shall be Associate Advisors from each faculty appointed by the Principal from among the members of the teaching staff. In the absence of Adviser, the senior most Association Advisor will conduct the functions of the Union.
  2. The Associate Advisors shall be present in all meetings of the Union.
  1. THE PRESIDENT :
  1. Any +3 student is eligible to stand for Presidentship of the Union.
  2. The President shall be responsible for smooth conduct of meeting and interpreting rules. His ruling shall be final subject to the approval of the Adviser. The ruling of the advisor shall be final.

  1. THE VICE-PRESIDENT :
  1. Only degree students other than +3 (Part-III) classes can stand for Vice-Presidentship.
  2.  In the absence of the President shall assume all rights of the President and discharge all his duties. Except this in other cases, he is one among all other office bearers of the College Union.
  1. THE SECRETARY :
  1. Any +3 student is eligible to stand for the Secretaryship of the Union.
  2. The secretary shall arrange debates, give notice of all ordinary meetings and record the minutes of all the meeting whether annual ordinary or extra ordinary.
  3. The secretary shall maintain a proper record of all activities of the union accounts and expenditures incurred for the union. No expenditure shall be incurred without the approval of the Advisor who shall countersign all vouchers.
  4. Requisition for expenditure should be countersigned by the advisor to get it sanctioned by the Principal.
  1. THE ASSISTANT SECRETARY :
  1. Only Part-I & Part-II degree students can stand for Assistant Secretaryships. The Assistant Secretary shall assist the secretary and in the absence of the secretary, he shall assume all the right of the secretary and discharge all the duties of the secretary.
  1. ANNUAL ELECTIONS :

Once in beginning of each session election shall be held for different offices of the college union provided that normal conditions prevail, on a date fixed by the principal.

  1. Nominations to such elections duly seconded shall reach the principal in writing in schedule time.

  1. Every member of the union has the right to vote in election.
  2. No member shall give more than one vote for each office.
  1. Election shall be conducted and votes recorded in such manner as the principal shall determine from time to time.

  1. The candidates obtaining the largest number of votes shall be declared elected.
  2. In case of an equality of votes between any two or more candidates, the result of election shall be determined by lot.
  3. Office-bearers of the college union shall assume office after they take an oath in the following form.

“I……having been elected as…… of the Salipur Autonomous College Union do hereby solemnly affirm and swear by the name of God that I shall discharge my duties earnestly and sincerely in accordance with the provisions of the constitution”

I further affirm that, my activities shall by no means be detrimental to the interest and welfare of the institution.

  1. The oath shall be administered by the principal or by his nominees or the Vice-President of different societies.
  1. VACANCIES IN OFFICES :

The officer-bearers shall hold office for one session unless they:

  1. Cease to be members of the College.
  2. Voluntarily resign in writing addressed to the Principal.
  3. An Office-bearer who fail in proper discharge of his duties, can be removed by a vote of no-confidence.

For such vote of no-confidence, one fourth of the members of the college union shall give an application to the principal with their signature, year and roll numbers.

The principal shall call an extraordinary meeting within 3 days of the receipt of such an application. In order that a vote of no-confidence is to be passed, three fourth of the members of the union must be present and vote in the extraordinary meeting.

  1. Any office falling vacant in spite of these arrangements will be filled up by holding a bye-election. The procedure of bye-election will be same as for the elections at the beginning of the session.
  2. The Vice-President and the Assistant Secretary will act as president and secretary till the end of one academic session when the President and the Secretary cease function as such.

Annexure:

The President and the Secretary of the college union will be deemed to have vacated their office soon after the Student Union function. All elected office bearers of the union shall hold office for an academic session that is from the date of oath taking to the last working day of the college before summer vacation or 31st, May whichever is earlier.

  1. After the election or over one such date as the principal may fix for the annual meeting of the college union to be held where.
  1. The outgoing office bearers shall be relieve and
  2. The newly elected numbers shall assume office.
  1. The Principal or his nominee shall preside over the annual meeting.
  2. ORDINARY MEETING:

Ordinary meeting shall be arranged by the secretary in consultation with the President.

  1. NOTICE

The secretary shall issue notice to be issued two days before each ordinary meeting containing the following particulars.

  1. Date of meeting
  2. Place of meeting
  3. Subject for the meeting.
  4. Name of the first four speakers in order.
  1. AMENDMENT OF NON-MEMBERS FOR DEBATES :

The secretary with the permission of the principal may invite a person or persons who are not the members of the college to take part in the debate, such person or persons will speak after the motion has been duly proposed by the members of Union.

  1. AMENDMENT OF THE MOTION
  1. Notice of the amendment must be put into a box reserved for the purpose by 12 noon, one proceeding the date of meeting.
  2. The motion for amendment will be passed by 2/3rd majority of members of the college union.
  1. PROCEDURE IN MEETING :

In the absence of both the President and Vice-president from an ordinary meeting the members present will elect a chairman from among themselves. The advisor or his associate may take the chair until the election is over, The chairman shall assume all the duties of the president during that meeting.

  1. At the commencement of each ordinary meeting the secretary shall read the minutes of the ordinary meetings and subsequent meetings if any, the minutes on being approved by the members present shall be signed by the president.
  2. Every speech shall be relevant to the subject of the debate or amendment proposed.
  3. DISCUSSION OF AMENDMENT:
  1. In due course of an ordinary meeting, not more than one amendment to the motion under discussion may be brought forward.
  2. The president of an ordinary meeting shall decide at the meeting which one of the amendment received, shall from the subject matter of the debate.
  3. No amendment shall be valid which is not duly seconded in the meeting.
  4. When an amendment is proposed and seconded members may at their option speak either of the amendment or on original motion.
  1. VOTE ON DEBATES :

At the conclusion of the debate, as soon as the mover of the original motion has exercised or formally waived his or reply the amendment if any shall first be put to vote if the amendment shall be put to vote.

  1. All questions in the debate shall be determined by a majority of the votes by the members present.
  2. If the votes are equally divided the President shall decide the question by lot.
  1. POINTS OF ORDER :
  1. The Advisor, his associate or any member may call the president’s attention to a point of order even while a member is speaking but no speech shall be made on such point of order.
  2. If a member disobeys or disregards any order or ruling of the President or the advisor or associate and may dissolve the meeting.
  3. In any case not provided for by these rules the advisor or associate adviser shall give ruling as per the procedure already laid down and his ruling shall be final.
  1. EXTRA-ORDINARY MEETINGS

An extra-ordinary meeting of the Union may be convened.

  1. At the Principal’s discretion
  2. On written requisition addressed to the principal and signed by not less than one hundred members of the Union.
  3.  
  4. On the request of the President to the Principal.
  5. The Principal or any person nominated by him shall preside over the extraordinary meeting which is deemed necessary by the principal.
  1. AMENDMENT TO RULES
  1. Amendment to any of these rules shall be considered in the Annual meeting of the Union.
  2. No amendment will be in order which is not duly seconded and of which a week’s clear notice has not been received.
  3. An amendment before it become effective must be passed  by a majority of 2/3rd of the member present in the final authority in all matters relating to the union.
  1. AMENDMENT
  1. The candidate contesting for certain office of the union or other societies may appeal to principal in writing for re-check of counting for a particular both before the counting is over in that booth and the result sheet for that booth is handed over to the principal or his nominee.
  2. All cases of dispute in the election shall be referred to the Principal who is the final authority in all matters relating to the election.
  3. The full detailed statement of expenditure of the previous session must be presented at the Annual meeting called for the purpose of handling over and taking over charge.
